Default golf league mixing players

In a golf league consisting of 24 players in six teams of four players each
week over 13 weeks, how can I make sure that no two people play together too
often and/or that each player gets to meet all other players (for the most
part)?

For example in A1 thru D15:

week1
1 2 3 4
5 6 7 8
9 10 11 12
13 14 15 16
week2
1 5 9 13
2 6 10 14
3 7 11 15
4 8 12 16
week3
1 6 11 16
4 7 10 13
3 8 9 14
2 5 12 15

where each row is a foursome

Just continue the pattern for the remaining weeks.

Default golf league mixing players

I should have informed you that there are higher priorities than
"mixing"...each team must always have ABCD skill players, and no A player
shall play on the same team as another A player, no B playeer...etc.
I am looking for an approach that will allow me to see the frequency with
which any two players end up on the same team AFTER I have applied these more
important parameters which sets the teams in the first place.
