Default Evaluate Date for 21st birthday

Our Medical Records needs to thin out charts after residents 21st birthday
and or 10 years after last date of service. I'm having trouble with the
formula and keep going in circles, with leap years tripping me up. Help
please.

Default Evaluate Date for 21st birthday

This will result in a TRUE or FALSE argument
=OR(DATEDIF(DOB,todaysdate,"y")=21,DATEDIF(LDOS,t odaysdate,"y")=10)
DOB=date of birth
LDOS=Last Date of Service
todaysdate=Effective date of purge (assuming you could use TODAY() or
something similar).
