Default create a pivot table from a protected workbook

I want to allow a user to create a series of pivot tables from data held in a
protected workbook. When they go through the Data toolbar option the
PivotTable and PivotChart Report option is greyed out.
The Protection toolbar option shows that the Use PivotTable Reports as being
allowed.
