Default protect conditional formatting

Hi,
Is there a way to protect the conditional formatting (CF) and data
validation (DV) rules and still allow the user to copy & paste to it without
losing the CF & DV rules?

Default protect conditional formatting

If you allow copy/paste then the format of the copied cell will
overwrite any formats established in the destination cell. Could you
teach your users to use paste special | values instead? That way the
formats will not be overwritten.

Hi Pete,
The data validation is lost when you do paste values. I trying to find out
if there's a way of not losing both the conditional formatting and data
validation rules when the user do a copy paste even if it is paste values.
