There's the Tools / Option / Edit / Move selection after Enter. Is

Using 2007 hit the Office Button, then the Excel Options button
at the bottom of the dialog, then the Advanced button and change the direction in the "After Pressing Enter, Move Selection" area. Thanks to Dave Jones in an earlier post.
