Default How do include a (blank) cell within a Custom Fill List?

What I am trying to compile is a Custom List which commences with 3 or 4 Text
cells, then a Blank Cell, Numbered Cells, followed by further Text Cells.
I wanted to use it fundamentally for custom sorting, so that Items that
needed adjustment were placed at the top.
It would essentially be a 2 columned list with column B containing a list of
employees (500), and column A their current status -eg: Leave, Absent,
(blank) - [no status], [Crew #] 1, 2, 3, 4,. . . . . . ., .
Any suggestions?
