USER = ADMINISTRATOR

Data - Text to Columns - Delimited - Custom, type "=" without the quotes.

Default convert text into columns

For the sake of example assume that the data resides in columns A and B

Select the data in column A and press <Ctrl + C to copy the data

Right click on cell C1 and select PASTE SPECIAL from the short cut menu,
click the TRANSPOSE check box and then click the OK command button to exit
the dialog box

Select the data in column B and press <Ctrl + C to copy the data

Right click on cell C2 and select PASTE SPECIAL from the short cut menu,
click the TRANSPOSE check box and then click the OK command button to exit
the dialog box

You can now delete the data in the original columns.
