ex.
is like this: 100<=d18<=200 or like this: 100/d18/200

i dont know how to create?

AND(D18=100,D18<=200)

Do you want something like this:

=IF(AND(D18=100,D18<=200),"in range","outside range") ?

If you are trying to define a condition, try =AND(D18=100,D18<=200)
