Default Excel constantly trying to "Recover Files"

I have a user that when working in Excel is constantly getting a "Recovering
Files" message. The user can be in multiple spreadsheets or in just a few
spreadsheets. The user is running Office 2003 SP3. I have completely
uninstalled and then reinstalled Office and this has not fixed the issue.
Any thoughts?
