Default Cross-Referencing Data

Hey, i need some help on cross referencing a table which is in a seperate
spread sheet.I have a table which starts of like this:

Perf vs
Budget <90% 90% 91% 92% 93% 94% 110% 0% 100% 101% 102% 103% 107% 109% 0% 99% 100% 101% 102% 105% 108% 0% 98% 99% 100% 101% 104% 107% 0% 97% 98% 99% 100% 103% 106% 0% 96% 97% 98% 99% 102% 105% 0% 95% 96% 97% 98% 100% 104%
0% 94% 95% 96% 97% 103%
I want to be able to pull a cross referenced figure from the table, using a
value from the x and y field, for example, if x= 93% and y =108%, then the
value would be 101%, which needs to be used in another spreadhsheet, can any1
make any suggestions on how this can be done?
