Default Save as Command Line

I need to save an .xls file as .csv without opening the spreadsheet. The
sender provides a datastream file with a .xls extension. We then open and
save the spreadsheet as .csv and process some Access applications against it.
How can I have Access convert the incoming file with a DoCmd?
