Default Conditionality - row to repeat at top

How do I?

My workeet is divided into three section top to bottom.
Top has fields/row that will remain static aside from some expanding
verticially.

Middle is variable is term of number of rows. This is where "row to repeat
at top" is located.

Bottom is a catch all.

I want the row to repeat for the middle but not the bottom.

Each section is seperated by atleast one(1) row of blank cells.
Is this possible?
