It has always intelligently determined what needs recalculating, that is why
it is (generally) fast.

Apparently since Excel 07 has over 1 million rows and tens of thousands of
columns, it doesn't automatically calculate every cell, but instead
intelligently looks for formulas' precedents and dependents and updates

those. Do you think the fact that my numbers are static values has

to do with why they won't update?
