The formula goes on the AS OF FEB. and THIS MONTH OF MAR.

Please tell us what is the range with the dates and what is the range with
the numbers to add.
You will need something like
=SUMPROUDUCT(--(MONTH(A1:A100)=2),D1:100)
to add values in D when the date in A is for February
