Decimal place to zero will round to the nearest whole number.

What kind of number are you looking at?
Go to Format--Cells-- and on the Number tab, choose General formatting.
Note: It will still round to fit the width of the cell.

If you have reduced the decimal places, it is not being rounded, it is just
showing as rounded. The actual number has all of the decimal numbers.
