Default Excel Calculation with Time

I'm trying to have a cell say that someone is late or on time. I have a cell
that has subtracted the actual punch in time from the call time (difference).
I'd like for my 'on time or late' cell to automatically say that someone is
late if my difference cell is greater than 7 minutes (0:07), if it's less
than or equal to 7 minutes, then it would say on time. I'm having trouble
getting the calculation to work.
