if i understand correctly, you can't.you can adjust row
heights which effect the entire row you can adjust column
widths which effect the entire column but you cannnot
adjust the heights and widths of individuel cells.

Does it really matter if the adjustment is not possible since
you don't need to show cell boundaries when you print?

whether the borders show or not, they are still there. borders are
formating which has nothing to do this cell boundaries.

You can have different row heights in adjacent sections of a sheet and
also different column widths. AFAIK, you just have to highlight the rows
or colums that you want to change and Format Row Height (or column
width) as appropriate. Not that I have ever wanted to and can't see a
personal requirement :-)
