Default Having trouble inputting numbers past 09 it shows 0.10 in excel

I am having trouble with the numbers in excel when I enter 10,11 & 12 etc it
appears as 0.10, 0.11 & 0.12 I have used the format section and the numbers
to try to change it but with no joy I have even been into the windows
function for the settings but still cannot change it.

Any Ideas??
