Default excel template seem not to apply to new sheets

one of my colleagues has created a template; placed it in right
folder(XLStart) etc, but in new spreadsheets when new sheets are inserted it
does not use his template - for example his template only applies for the
initial three sheets.

How to extend his template to ALL / ANY new sheets?

If you want to set options to apply to new worksheets added to a workbook,
create a template for new worksheets as well. Open a new, blank workbook,
delete all but the first sheet, set that sheet up as desired and save it as a
template with the name sheet.xlt or sheet.xltx, depending on version, in the
XLSTART folder.
