I don't know or use Access, but in a "standard" XL environment,
"overwriting" a WB with another WB, and then naming (renaming) it to the
name of the original *will* be recognized by XL, and will automatically
invoke the "Update Links" request, where a "Yes" answer will cause the
target WB links to be updated without any further action necessary with the
renamed source WB.

Perhaps Access does something to (with) the new name, that isn't recognized
by XL until it (XL) has a chance to "fix" it with a resave.

You might try posing this question to an Access group.

Ok, I have the 2 .xls documents (doc1 and doc2) stored on the
fileserver. I have an access database that is also located on the
fileserver. From an access macro I run a query that generates the
'replacement' .xls document. Using the 'OutputTo' action argument I
export the .xls spreadsheet to the same location on the fileserver as
doc2, thus overwriting the existing doc2.

This all works fine, the problem is that until I manually open
doc2.xls and select 'SaveAs' (keeping the name doc2.xls) doc1 will not
update any changes.

The short answer to your question RD is 'overwrite'
