Actually I used the Design Mode button just like you described. I added
another command button on my sheet and it works just fine. So the Design Mode
button works ok. Looks like my first command button is somehow corrupted.
Maybe I'll just replace the old button with a new one. :)

couple of differrentt places. I normally go to menu View - ToolBars -
Command Control and use the triangle on this toolbar. It is possible that
one of your buttons is corrupted. Try my approach.

The design mode button is a toggle button that either "Enters Design Mode" or
"Exits Design Mode". Once you Exit Design mode DO NOT PUSH THE BUTTON AGAIN.
You can see which mode your in by slowly moving the cursor over the button.
If it say Exit Design Mode, then your in Design Mode. Otherwise, it will say
Enter Design Mode.

The buttons will only work when you Exit Design Mode (not in Design Mode).
