You're right - it should be simple.
Click in a cell in column A in the row BELOW the last one you want to remain visible and use Window | Freeze and that should do it. In trying to get it done before now, you may have frozen things somewhere else, in that case when you choose Window it will say Unfreeze. Go ahead and do that and then set up like I said before. One problem could also be hidden columns - to make sure all columns are visible, click on any row number down the left side of the sheet and choose Format | Column | Unhide.
