Default Excel validation input message not anchored to the cell

I have different cells in the worksheet with data validation input message
blocks. The message block did follow the cells with validation, but now the
message block stays in one spot on the sheet, regardless which cell with
validation is clicked. The message does change though, but it doesn't follow
the cells. What happened, and how do I fix it?

Try closing and reopening the workbook.
