I have an Excel file with the ability to insert comments turned off. I need
to turn it on. The 'show insert options' button is checked. I still can't insert comments. |

Sounds like the cell you're attempting to add the comment to is locked due to

Unprotect the sheet or if you need it protected, check the "Edit Objects" option
when protecting the sheet. Note: "show insert options" has nothing to do with inserting Comments. That just pops up a dialog of choices when you insert a row or cell.
