Default Excel 2007 Textbox Locking

When I choose the Lock option in TextBox properties, and then protect the
worksheet, the lock is only effective if I also choose the Lock Text option.
I want the user to be able to enter text but not change the properties of the
text box.

It worked OK with Excel 2003 but not with 2007.

Has anybody else had this problem?

Is it a bug?

I've had the problem too and had to replace some text boxes with merged
cells. MS did lots of work with shapes in Excel 2007 and it looks as if
it's no longer possible to edit the text of an object without selecting the
object itself. A step back unfortunately.
