Default Printing the border format of a repeated row at top of page

I am trying to print four rows at the top of each page and would like the
format of the fourth row to print (a solid black line). When I preview the
border formatting is that of the top row of the page - i.e. if it is row 15
and the border is a dashed line that is what is printed instead of a solid
line. Is there a way to have row 4 border print instead of having to change
row 15 top border?
