Default Convert CVS files on Excel

If you mean csv (not cvs) files then you simply open the file and it should
import without further intervention by the user. You then use 'Save as' to
save it an an Excel file. However, you can get more control over csv files by
changing the file name to .txt and when the txt file is opened, you get the
text to columns dialog box which allows you to apply specific formats to the
columns.
