Default How do I chart wind direction and velocity on a radial plot?

Trying to plot wind speed vs wind direction - direction on a 360 deg.
compass, (360=N) and velocity by magnitude of an arrow - e.g., a wind of 2.4
m/s from straight south should point straight down at 180, and have a length
of 2.4 units (on a 10 m scale, say).
(I have 5 years of data for the first 2 weeks of Sept and Nov to plot for a
region of New Zealand, and would like to be able to plot the data for a day
or so, and then for the gust data, and also a 5 year average...) I can do
this with a pencil and paper but would like to be able to do it in excel.
Any ideas?
