Default Excell 2003 format cells

Upgraded from Office 2000 to Office 2003 with XP. Use year to year template
with 3 sheets. For some reason one sheet has changed number display from
23.80 to 23.8 or 25.00 to 25 and has moved display to left side of cell
instead of right justified. Other sheets are ok. Have tried unlocking sheet
(which was never locked) have tried to format entire sheet and individual
cells by format/cell/number with 2 decimal. nothing seems to allow change.
However, I can change the actual number in any cell but it left justifies it
and drops trailing 0

Thanks for the help
