Default Macro Warning Message

I'm using a spreadsheet that contains a number of macros. Even though my
macro security option in my machine is set to medium, i don't always get the
Macro Warning Message when opening the spreadsheet from the same machine.
Sometimes, the spreadsheet opens straight away with the macros disabled
without being asked if i wanted to enable them! I keep closing and re-opening
the spreadsheet a few times before at last i get the prompt to allow me to
enable the macros. The spreadsheet is not located on my machine. It's located
on my work's server. Would this problem have anything to do with the server
or with the spreadsheet itself?
I'm using Excel 2003.
