Default Contingency tables

I have observed wind direction in 16 point compass names and forecasted wind
direction points in the same text format. Can I use excel to create a 2 x 2
contingency table for this data?

The observed direction is one column next to the forecast.

However with sixteen different catagories of direction both for observed and
forecasted im guessing this is too much for excel?
