Default How can you place a Zero at the beginning of a numbr (Ex. D.L. #).

If the values are numeric, maybe you could just change the format of the cells.

Select the cell
Format|Cells|Number tab (in xl2003)
Custom category
use a format like:
000000
to show 6 digits. (If your value is 5 digits long, you'll see a leading 0.)
