Default How do I lock a boarder from being changed or removed?

I am adding a boarder around some of my data and when I protect the sheet and
or workbook the boarders can still be changed. How do I lock a boarder from
being changed or removed once I protect the sheet and or workbook.

What version of excel are you using?

In xl2002+, you can protect the worksheet and still allow users to format
cells. Any chance you did this?
