Try this:

Select the range C25:C29
Goto Home tabStylesConditional FormattingNew RuleUse a formula to
determine which cells to format

Enter this formula in the box where it says: Format values where this
formula is true

=SUM(C$25:C$29)<N$21

Click the Format button
Select the style(s) desired
OK out
