Default Highlight a cell within a percentage range only?

I would like to change the color of a cell based on the percentage in that
cell. Example, 98 - 100% = GREEN. 95 - 98 = Yellow. Is there a formula i can
use for this?

format / conditional formatting, use Add for additional conditions

Thanx Marvin, works great! Can I copy + paste just the formatting (with out
coping the formula or data?

Copy your cell (s)
and select Paste Special and select Formats
