cannot merge and center
 
Does anyone know why simple functions in Excel '07 would be unavailable
(icons grayed out) All I want to do is a simple merge and center on an
unprotected, shared workbook and I cannot get the icon on the toolbar to
"light up"

You'll have to unshare the workbook in order to merge the cells.

Count yourself fortunate that you are not allowed to "merge" any cells.

I can't speak for 2007 but in 2003 "merge cells" is unavailable for shared
workbooks.

Try Center Across Selection which is allowed.
