Put a string of about 20 dates or so down column B and do your formatting on

I want to have a "cell" that turns from Green - Yellow - Red, based on a timeframe that I pick. Example: John Doe completes yearly Egress training on 1-18-2008 that cell will remain Green until 3 months from his due date and then the cell will turn Yellow. At the date that Egress training is due again the cell will turn Red until the training is completed.
