How do I set up Excel 2007 so that all pivot tables created have the default
setting to not save source data with file?

It's not a global setting, so you'll have to change each pivot table
after you create it.
Perhaps you could create a macro that changes all the settings to your
preferred settings, and run that after you create a pivot table.
