Default sending email based on cell condition

I was thinking of using Excel to track projects that I work on. I've tried
Outlook Tasks, but the space is very limited, unless I'm missing something
there. Anyway, could I send an email if the due date cell is approaching or
if it is X amount of time past the submittal date cell?
