Default 3rd party toolbar not visable by default

I had a workbook which contains 3rd party toolbar. when I open this workbook
in excel 2003 the toolbar is at fixed place. Again I opened the same workbook
in excel 2007 but I'm not able to view the 3rd party toolbar by default. for
this I'm selecting Add-In menu then only I'm able to view the 3rd party
toolbar. Later if I select any other menu then the 3rd party toolbar is
disappering.

So, is there any chance to place toolbars in fixed place in excel-2007.
