Default Excel 2002 sp3 Worksheet Password

I have a client using a NetAppliance CIFS share.
The user is in a NTFS Security Group that allows Modify
The Excel file is password protected for modification
Any user we have tried to open the file gets prompted to supply the
modification password or open the file read only with the exception
of one user. When that users opens the file it opens the file without
prompting for the password and the file is opened Read Only.

Can not figure why she is not getting prompted. She is on a Windows XP
SP1 workstation with Office 2003 sp3 installed as are the other users that
are using this file.

At a dead end on where to look for what is stopping the password protection
prompt and allowin the user to go directly in in Read Only mode.
