Default Turn off track changes in a shared workbook

Hi. I have a shared workbook in which I want to turn off tracking changes.
This is due to the size of the workbook growing too large.

I go to Tools, Share Workbook, and click on advanced. I select "Don't keep
change history" and click on OK.

I then go to Tools, Protection, Protect Shared workbook. I do this so
someone cannot turn on the tracking changes.

If I go back to look at the advanced tab, the "Don't keep change history" is
selected and grayed out.

However, if I click on Tools, Track Changes, Highlight changes, I see that
the file is still tracking changes. The file size continues to grow as
people edit and save.

How can I turn this off so that the change tracking is turned off and the
file size is minimized?
