Default Workbook cannot be expanded to fill screen

Using Office 2003 as well as Office 2007
Workbook is missing the restore down/up/and close buttons to enable changing
the size of the screen. It does not have the resizer in the bottom right.
Double clicking in top bar does not work.

The Microsoft Excel Toolbar does have the buttons however this does not have
an effect on the workbook "inside" the window. Not sure how to fix.

Perhaps the controls have just been obscured behind toolbars and such. Try
this:

In Excel 2003:

Go to the Window Menu
Choose "Arrange"
Choose "Tiled"
Click OK

In Excel 2007:

Go to the View Tab
In the Window Section, choose "Arrange All"
Choose "Tiled"
Click OK

If the workbook is protected and "Windows" is checked when protecting you will
not see those icons.

ToolsProtectionUnprotect Workbook.

Maybe the workbook's windows are protected.

In xl2003, it's:
tools|Protection|Protect workbook|Uncheck Windows
