Default Procedure for changing default so "A" is in left-most column

Windows is "Hebrew-enabled". A new spreadsheet opens with "A" on the right,
instead of the extreme left column. How can I change this?

Go to the Tools menu, choose Options, then International. There, change the
right-to-left setting to left-to-right.

Look in Tools - Options - International tab and see if any of that helps.
