What is the diffence between these 2 PERSONNAL files?

the b stands for binary and the m for macro

Default Difference betweem *. xlsb and *.xlsm

For your personal macros workbook you should be using .xlsb; I have
not been able to get .xlsm to work the same way.

If you want custom ribbon tabs, you need some kind of xml format
(not .xlsb). I use .xlam for this purpose.
