The format of Excel's column and row headers is controlled by the Normal

For all new workbooks go to ToolsOptionsGeneral and change the Standard Font.

Gord Dibben,
Your instructions changed my entire WB. I gave two sets of instructions.
Which one did you use? Whichever............................. CTRL + a to select all cells. FormatCellsFont. Select what you want. The row and column headers will remain as your first change.
