Default When I save a TAB Delimited file Excel it adds extra quotations

How do I get Excel to stop adding extra quotations in my cell content?

I have HTML code that I am using to create a flat file for updating a
database online.
When I save the file as Tab Delimited Excel adds a second set of " for each
one I have in the code plus one at the beginning and the end of the cell
contents.

I am wondering how to keep this from happening.
