Default Doing 2 subtotals- 2nd one has some totals falling below 1st total

I am subtotaling by state, then by cost center. If there is only 1 cost
center record within but at the bottom of the state total that cost center
total falls below the state total. If more than 1 cost center record, it
falls correctly above the state total? Any help is appreciated
