Default Can't Copy/Cut Cells, Rows or Columns

Copying a row should be pretty simple to do.

Right click
Copy

The moving border appears around the row to copy for about 1 second and then
stops.

When I click paste, nothing is copied.

Has anyone else expienced this issue?

I should mention that I am using Excel 2007.
