How do you enter a footnote in Excel 2007?

Excel does not have a Footnote or EndNote feature.

If by chance you meant 'footer' not 'footnote':
On ribbon click View; click Page Layout tool (look to left of ribbon)
You will see 'Click to add Header" and if you scroll down, "Click to add
Footer"
